This page explains how Project Fionigan presents public-record, FOIA, own-record, advocacy, and agency material without treating private originals as public website files.

FOIA, own-record, and public-redacted boundary

Project Fionigan may publish lawfully obtained FOIA/public-record material and Joe's own case-history records in public-redacted form. A confidentiality footer on an email is treated as a caution marker, not by itself as the final publication rule.

The governing boundary is narrower and safer: was the record lawfully obtained, is it part of Joe's own case-history or public-record access, has it been reviewed for public release, and have private originals plus third-party private identifiers been kept out of the public site?

Virginia FOIA defines public records broadly as writings or recordings prepared, owned, or held by a public body in the transaction of public business. The Virginia FOIA Council also explains that email is only the medium; whether an email is a public record depends on its content.

Case-history record, accessibility advocacy, patient advocacy, and human-rights advocacy.

Joe presents this public site as his own case-history record and advocacy work: accessibility advocate, patient advocate, human-rights advocate, and investigator/journalist of his own documented history.

The medical-history context remains source-bound. The public site may identify the known disability and continuity context, including cerebral palsy, biopsy-confirmed sarcoidosis history, NIH FND evaluation, and the handcuff/restraint account, but each item stays inside its correct status label: verified fact, source-backed, user-reported, observation, disputed, unverified, or HOLD.

Records, complaints, agency actions, and personal statements stay distinct.

A complaint, claim, record request, or public comment proves that a process or statement exists. It does not by itself prove the underlying allegation, causation, or final legal conclusion.

A new item enters the public site only after its publication status is reviewed. It receives one permanent source-based ID, one canonical public record, approved format links, and relationships to the numbered story sections it supports.

Private originals, unapproved attachments, identifying material, credentials, and review-needed files remain outside the Cloudflare upload package.
